Strategic Trade Controls Circular No.5/01

Invitation to Seminars on Revision
of Strategic Commodities Control List

Background

Since the last revision made to the Schedules to the Import and Export (Strategic Commodities) Regulations by way of an Amendment Order in February 2000, more changes were adopted by the various international non-proliferation control regimes on their control lists, based on which Hong Kong's strategic commodities control lists as set out in the above-mentioned Regulations are drawn up. To reflect the latest international control standard into Hong Kong's control lists, the Import and Export (Strategic Commodities) Regulations (Amendment of Schedules 1 and 2) Order 2001 (hereafter refers as "the Order") was gazetted on 8 June and tabled at the Legislative Council on 13 June.

Effective Date of the Amendment Order

  1. If no objection is raised by the Legislative Council during the period stipulated in Section 6B of the Import and Export Ordinance, the Director-General of Trade and Industry will announce the commencement date of the Order, possibly in a day in mid-July, in a gazette. A separate circular will be issued in due course to inform the trade of the commencement date of the Order.

  2. The Order adds new control items and revises control thresholds of a variety of products. Alternatively, you may also visit the website of the Hong Kong Special Administrative Region Government, (www.gov.hk), to see the Order at Legal Supplement No. 2 of the Gazette Published on 8/6/2001 (No. 23 Vol. 5).

Seminars

  1. Three sessions of seminar, conducted in Chinese1 , are now arranged to be held in early July 2001 to brief the trade about the changes brought by the above Amendment Order to Hong Kong's strategic commodities control lists. We will also take this opportunity to update you on the various licensing measures introduced by the Department recently for trade facilitation purpose, including the newly-launched Strategic Commodities Control System Website.

  2. You are cordially invited to attend one of these seminars. Owing to the limited seats available, we are only capable of offering one place for each company. So please nominate one representative from your company who is involved in the handling of licence applications relating to import/export of strategic commodities to attend the seminar. Please make prior reservation by completing the attached reservation form and faxing it to 2396 3070 on or before 3 July 2001. Priority will be given to Strategic Commodities traders registered with the Department. We will contact you by telephone to confirm an allocation of a seat for you.
