Strategic Trade Controls Circular No. 5/06

Implementation of Five-Day Week

Introduction


The Government has announced the plan to introduce five-day week in the civil service.  For details, please refer to http://www.tid.gov.hk/english/aboutus/5day.html.

  1. After careful consideration and consultation with representatives of the trade, the Department has decided to implement five-day week with effect from 1 July 2006.  Starting from 1 July 2006, all public service counters in the Department will be closed on Saturdays.  On the other hand, the opening hours on weekdays will be extended.

New Opening Hours of Strategic Trade Control Customer Service Counter

  1. The Department¡¦s Strategic Trade Control Customer Service Counter providing strategic commodities licensing and classification services in Rooms 516B and 516A respectively on 5/F, Trade and Industry Department Tower, 700 Nathan Road, Kowloon will have new service hours with effect from 1 July 2006 as follows:

 Monday and Friday
 8:30 am  -  12:30 pm
 1:30 pm  -  5:45 pm

 Tuesday, Wednesday and Thursday
 8:45 am  - 12:30 pm
 1:30 pm  -  5:30 pm

Taking into consideration the operating pattern and need of the traders, the daily service hours of the Strategic Trade Control Customer Service Counter will be extended by 30 minutes from Tuesdays to Thursdays, while the daily service hours on Mondays and Fridays will be extended by one hour to cater for the increased demand immediately before and after the weekend.

  1. Besides counter service rendered on weekdays, traders can make use of our electronic service which is provided free of charge and round-the-clock every day.  Traders can register as ¡§e-applicant¡¨ with the Department to lodge strategic commodities licence applications electronically through our Strategic Commodities Control System Website at www.stc.tid.gov.hk.  Those who have not yet registered with us are encouraged to do so as soon as possible in order to enjoy the benefits of electronic submission early.  You may refer to Strategic Trade Controls Circular No. 3/04 issued on 31 March 2004 for details of registering as ¡§e-applicant¡¨ and submitting ¡§e-applications¡¨ of strategic commodities licences.  In addition, our Strategic Commodities Control System Website allows traders to check the licence processing status and classification advice instantly.  All the latest information, circulars and forms related to strategic trade services are also handily available on the Website.

  2. Traders should note that with effect from 1 July 2006, Saturday will no longer be counted as a working day for performance pledge purpose. Traders are advised to take this into account in making business plans, including scheduling shipments, and to submit applications to the Department well in advance where possible.  For genuinely urgent and well-justified cases, we would expedite the processing of applications as far as practicable.
