Introduction of "E-Applications" for
Import/Export Licences and other Documents

in Strategic Commodities Control System Website


            We are delighted to announce that Trade and Industry Department ("TID") has further enhanced its Strategic Commodities Control System Website ("SC Website") at http://www.stc.tid.gov.hk. With immediate effect, companies can submit electronically to TID a wide range of applications ("E-Applications") in relation to the import and export of strategic commodities via the internet. Companies are cordially invited to visit the enhanced SC Website and experience the convenience brought about by the new E-Applications.


Background

2.          Since the launching of SC Website in 2001, companies engaged in the import and export of strategic commodities in Hong Kong and have registered with TID are each given an E-Account in the SC Website. In their E-Accounts, the companies can gain access to information related to their import and export licence applications, including for example, latest application status, reasons of deferrals, name and telephone number of subject officers etc.. In addition, companies can also register in E-Accounts their email addresses to which TID can send email notifications when their licence applications are ready for collection.

3.          As another major step forward to facilitate traders, TID has widened the scope of services provided under the E-Accounts. Apart from making enquiries, companies can now use their E-Accounts to submit a number of E-Applications to TID. Nevertheless, traders can continue to lodge their submissions in paper format and in person.


New "E-Applications"

4.          E-Applications available in E-Accounts for companies' preparation and submission can be grouped into the following categories :
  • Import Licence Application (including International Import Certificate Application)
  • Export Licence Application
  • Temporary Import Application
  • Temporary Export Application
  • Delivery Verification Certificate Application
  • Product Pre-Classification Application
  • Licence Unused Report and/or Licence Cancellation Request
  • Application for Resale / Transfer / Disposal of Products Under Approved Import Licence
5.          By making use of the above E-Applications, companies will no longer need to prepare applications on paper and submit them in person to TID. Besides, other functions come along with the E-Applications are also facilitative to the operation of companies. For example :
  • we have step-by-step interactive instructions to guide companies in completing the applications in accurate terms which will certainly save them much time and efforts in preparing and submitting applications. Particularly for electronic licence applications that are deferred, the functions provided in the E-account render re-submissions of their applications very easy and efficient;
  • we allow not only the application, but also the relevant supporting documents (such as products' specification, technical questionnaire, export authorisations from originating country/place etc.) via electronic means be lodged to TID which will bring more convenience to the companies;
  • through E-accounts, records on products, entities, supporting documents, shipment information that have ever appeared in the applications can be retrieved efficiently at all times; and
  • companies can check their application status promptly in E-Accounts. Moreover, when the applications are ready for collection, companies will be notified by emails. Following the instructions in these emails, companies can easily print the receipts of their applications from their E-Accounts. By showing these self-printed receipts at our Customers' Service Counter, companies can get back their processed applications/licences.
6.          For details of each application and its related functions, companies are advised to go their E-Accounts to check the relevant information.


Registration and Other Requirements

7.          To use and submit E-Applications, companies are required to make a special registration with TID in advance. The relevant registration form is at Annex (fillable pdf format). This registration is for the companies to authorise a maximum of 5 designated personnel to access and utilise services provided under their E-Accounts, including the submission of E-Applications on behalf of the companies. Also, the companies are requested to agree and undertake in this special registration to comply with a list of conditions of the use of E-Accounts and E-Applications.

8.           While paper applications require the application of company chops and the signatures of personnel who have been authorised to lodge applications on behalf of the companies, E-Applications have also the same requirements which are however effected in electronic mode. Companies who wish to make E-Applications need to be a subscriber of a digital certificate (Organizational) (i.e. e-Certificate or eCert) issued by a Certification Authority recognised by HKSAR Government. Specifically, the authorised personnel must make the applications with his/her company's e-Certificate. And, he/she himself/herself must be the subscriber of the certificate.

Way Forward

10.         TID will continue to enhance SC Website, enrich its contents and introduce more and more electronic functions.
