Air Transhipment Cargo Exemption Scheme
for Specified Strategic Commodities (SCTREX):
List of Valid Registrants (as at 1 January 2012)

Introduction

With a view to facilitating legitimate trade flows through Hong Kong and, at the same time, to maintaining the integrity and effectiveness of the Strategic Trade Controls System, the Trade and Industry Department has introduced an Air Transhipment Cargo Exemption Scheme for Specified Strategic Commodities (SCTREX) ("the Scheme").

2. The Scheme is open to airlines, ground handling agents and freight forwarders involved in handling air transhipment cargoes in the Hong Kong International Airport which have been successfully registered with the Trade and Industry Department under the Scheme. The registrants are required to comply with a number of registration conditions. Any company or person not granted with a Certificate of Exemption under the Scheme by the Director-General of Trade and Industry are not exempted from licensing requirements for air transhipment of specified strategic commodities. In other words, all air transhipment goods handled by these companies must be covered with import and export licences.
