Licence applications for the import and export of strategic commodities can be made in either electronic or paper mode together with supporting documents.
Electronic mode
By logging into their E-Accounts on this website, applicants can make use of the functions provided therein to prepare and file applications. For each E-Application successfully made in the E-Account, the computer system will generate an acknowledgement and receipt immediately (for details on registration and use of E-Applications, please refer to Strategic Trade Controls Circular No.3/04). Requirements for making E-Applications are basically no different from paper applications, but the submission of supporting documents is much more flexible, e.g. uploaded in electronic form together with the E-Applications, submitted by fax (fax no.: 2396 3070), by email (email address: stc@tid.gov.hk) or in person to the Integrated Customer Service Centre (“ICSC”) (address: Room 1324, 13/F, Trade and Industry Tower, 3 Concorde Road, Kowloon City, Hong Kong). Applicants should state clearly the submission method of each supporting document in their E-Applications.
Applicants can also prepare and file licence applications through the Trade Single Window (TSW). More information can be viewed at www.tradesinglewindow.hk.
Paper mode
Applicants should complete an Import or Export Licence (Strategic Commodities) Application Form (samples can be downloaded at here) and submit it together with the required supporting documents (e.g. technical information, specifications, catalogues or brochures of the goods) to the ICSC. Upon submission, applicants will be given a numbered receipt for each licence application. Applicants can refer to the “Guideline for completing Licence Application Form” to complete Import or Export Licence (Strategic Commodities) Application Form.
