Streamlining of Licence Application for
the Import and Export of Strategic Commodities

 

Use of Revised Application Forms

        This circular serves to announce the introduction of the revised licence application forms for the import and export of strategic commodities and the streamlining arrangements for the licence application. With effect from 19 October 2009, the revised application forms will be available on our website (http://www.stc.tid.gov.hk) for download. Thereafter, paper applications for the import of strategic commodities should be made on Import Licence Application Form (Strategic Commodities) [TID501(pdf fillable form)], whereas paper applications for the export of strategic commodities should be made on Export Licence Application Form (Strategic Commodities) [TID502 (pdf fillable form)]. Please note that application made in old application form will not be accepted from 19 November 2009 onwards.


Streamlining Arrangements

2.        In the provision of licensing service for the import and export of strategic commodities, the Trade and Industry Department (TID) has maintained constant review for the licensing mechanism and introduced facilitative measures for the trade where appropriate. Pursuant to the recent review, with the introduction of the revised application forms, the streamlining measures for both the import and export licence applications as set out in the following paragraphs will be implemented.

3.        The requirement for declaration of product information will be streamlined as follows-
  1. When lodging licence applications involving pre-classified product in paper mode, there is no need for licence applicants to declare the product information (i.e. Brand Name, Model Number and Full Product Description) on the licence application. Licence applicants should simply (i) quote the Pre-Classification Reference Number given to the product on the licence application form, and (ii) declare a standard script which reads "Same as the product information as shown in the Pre-classification Result" in the field regarding product information on the licence application.
  2. For electronic applications involving pre-classified product, if a Pre-Classification Reference Number is provided, the product information will be generated automatically by the computer system in accordance with the Pre-classification Result. Applicants are no longer required to provide the relevant product information. If all products covered by the application are provided with Pre-Classification Reference Number, applicants should click the designated checkbox "All Products Pre-classified".

Please note that when licence applications involving pre-classified product are approved, product information as shown on the approved licences will be the same as those set out in the Pre-classification Result.

4.        Separately, the following information will cease to be required in the revised licence application forms:
  1. Marks and Nos. (if applicable);
  2. Container No. (if applicable);
  3. No. and Kind of Packages (if applicable).
     
5.        In view of the above streamlining measures, applicants lodging their applications in paper mode should use the revised application forms as set out in paragraph 1 above to lodge their applications. For applicants lodging applications in electronic mode, they will no longer be required to provide information as set out in paragraphs 3(ii) and 4 above.
