Scope of Control

The Hong Kong strategic trade control lists, which contain goods for which a licence is required for importing into/ exporting out of Hong Kong, are set out in the four Schedules to the Regulations.  Please click here for more details.

A valid licence is required for import, export and transhipment (except for certain air-to-air transhipment under specific conditions as stated below) of goods that are listed in Schedule 1 to the Regulations.

For articles in transit, i.e. goods which remain at all times in or on the vessel or aircraft in or on which brought into Hong Kong throughout its passage through Hong Kong, are normally not required to be covered by a licence except for items listed in Schedule 2.  Please click here for more details.

Licence exemption is made available to air-to-air transhipment of strategic commodities under the Air Transhipment Cargo Exemption Scheme for Specified Strategic Commodities (SCTREX) for certain items listed in Schedule 1, .  Such cargo need to remain within the confines of the cargo transhipment area of Hong Kong International Airport pending onward flights.  Airlines and cargo operators need to register with Trade and Industry Department to use the scheme.  Please click here for more details.

Items not caught by the specific control lists in Schedules 1 and 2 are still subject to licensing control if they are intended for use in the development, production, handling or storage of weapons of mass destruction.  Please click here for more details.
