Guidance Notes for Completion of Pre-classification Form

You should submit the pre-classification form (pdf format) in duplicate, together with technical specifications/data sheets for our pre-classification. Please use one form for one product only.

  1. You are requested to state the following on the pre-classification form :

  1. Name of the Manufacturer;

  2. Brand/model;

  3. Product description; and

  4. Declaration -

In certain cases, some parameters are not given or shown clearly in the technical specifications/data sheets. To enable our staff to assess your case, please declare under item (e) of the pre-classification form (pdf format) the parameters that are applicable to your commodities (see Appendix for details).

  1. The technical specifications/data sheets will enable our staff to make a classification rating. Please note that these documents will be kept by Trade and Industry Department for future reference and will not be returned. The application form is not a substitute for an import/export licence. You must submit a licence application separately before import and export if the goods are classified as "STRATEGIC GOODS".

  2. We will give the result of the pre-classification in the Reply Section in two clear working days. After classification, we will return your submitted form which will bear a chop showing the classification result. In subsequent licence applications involving the same product, there is no need for you to re-submit the technical specifications/data sheets. Instead, please

    1. attach a photocopy of our reply which contains the classification result;

    2. quote the reference number shown at the bottom of the Pre-classification Form on the licence application; and

    3. declare on the licence application in the way as specified in the reply.

For (iii), please put the declarations made under Part I(e) and the conditions under Part II(b) and (c) of the Pre-classification Form (pdf format), where applicable.

IMPORTANT NOTE :

It is your responsibility to ensure that the technical specifications of the goods in the actual shipment are the same as those of the pre-classification application. It is an offence under the Import and Export Ordinance to furnish any information which is false or misleading. If there is any change of technical specifications on a previously pre-classified product, you have to submit a new pre-classification request or licence application with the new technical details.
